In Blade Ball, "best" almost always means "most wanted in trades", not "strongest in combat". Because swords are cosmetic, their worth comes from rarity, demand, and how hard they are to obtain. A high trade value usually means a sword is both scarce and popular, which makes it the safest thing to trade toward. Lower-value swords are easier to get but move slowly.

A trade is "fair" when the two sides are close in value — a common rule of thumb is within about 10%. If you give a 360 sword for a 280 sword, you are overpaying by roughly 28% and should ask for an add or walk away. Remember that value is not the whole story. Demand can spike after an update or a new release, so a slightly "under value" trade can still be smart if the item is rising. Always check the live list close to the time you trade.
